Reason for running for office:  Enhance our American life and experiences. First, support and advocate for life.  Second, support and walk with families and their American dream pursuit.  The family is the core entity for life creation, childhood development, education, and American dream pursuit. Third, empower the American dream.  The American dream is the ability to speak freely, assemble peacefully, petition government to redress grievances, practice one’s faith, bear arms, be secure in their houses, right to trial without excessive bail, right to choose elected officials, etc., while attaining a better life.  Fourth, enable social and political issues be dealt at the most immediate or local level.  May God Bless America.

POLICY POSITIONS

Overview

Ventura County’s economy is stuck in a period of weakness beginning in 2016.  In 2023, Ventura County’s GDP grew by a relatively slow 0.7 percent, whereas the overall U.S. economy expanded by a relatively robust 2.9 percent. And population growth continues to decline. 

These two statistical data points themselves indicate Ventura County economic stagnation or worse: decline.  This fact indicates a need to change political leadership.  (Note: Incumbent was first elected California 26th District congresswoman in 2012.)

AFFORDABLE HOUSING

I support California’s initiatives to advance private individuals’ ability to develop and build Accessory Dwelling Units (ADUs) upon their properties to provide low-income housing. 

AGRICULTURE

Agriculture and associated landscape provide our economic foundation and pleasant beauty. Our fertile farmland, which produces nourishable crops year-round, enables the rich familial lifestyle and cultural heritage unique to our area with more than half of this land privately owned.  I will be a strong presence and advocate to promote and provide economic resources and innovative capabilities that expand our output and yields, optimize supply chain, reduce waste and open up avenues to increase foreign market access.

ANIMAL WELFARE

I support human life and welfare.  I will leave this topic to the local community with a focus upon establishing a pipeline of service animals 🦮 to walk with and support humans in need.

BUDGET

Our United States budget, debt, and spending is out of control.  I will be an advocate to shrink bureaucracy and reduce our federal government spending shifting healthcare and education decision-making to state and local communities while incentivizing churches and other charitable organizations to provide services to care for those most in need.

CIVIL RIGHTS

I support the Constitutional rights of all citizens. 

DEFENSE

Our adversaries are motivated to achieve their will. America must continue to lead and be able to overwhelm our adversaries.   I am uniquely positioned, as a career Department of Defense Acquisition and Program Management leader, to advocate for Naval Base Ventura County (NBVC) and industry capabilities and resource expansion. Ventura County is in a prime Pacific region position to lead and enhance our National Security initiatives and safety.  Leveraging NBVC and established Ventura County defense industry, we can lead advance system technical innovation, design, development, test and evaluation, manufacturing, logistics, and training. Upon selection, I expect to be a lead member of Congress’ multiple armed services and intelligence committees.

EDUCATION

Education is paramount to ensure America’s and Ventura County’s and West Los Angeles’ future. California students have less than 50% and 40% proficiency in English language and Math, respectively, ranking near the lowest in our nation. All the while, California provides approximately $25,000 yearly, per pupil, ranking 6th highest in our nations. To combat this staggering negative result, I will initiate the reform of our education system by first recognizing parents’ responsibility for their children’s education. The parents must have the choice, freedom, and resources to choose an educational setting best suited for their children.  I plan to return the public school system to one that emphasizes reading, writing, and arithmetic and incentivizes a parent to ‘be-at-home’ during non-school hours for K-12.  Regarding higher education, Ventura County is blessed with multiple higher learning institutions including California State Channel Islands and Cal Lutheran University.  I advocate for a curriculum review and update that positions students for high quality and paying jobs reserved for professionals, especially in technology, healthcare, business, agriculture, and legal professions.

ENERGY

I support a comprehensive approach to meeting our energy needs, from fossil fuels, natural gas, and hydrogen to technologies such as hydro, solar, and biomass.  Certainly, our country should be positioned to stand on our own to maintain our National Security.  I plan to lead a congressional effort to develop a National Energy Hardening Plan (NEHP) to ensure rapid energy system restoration after natural and man-made disasters.  This is another opportunity for Ventura County constituents to lead and make a difference in our National Security and Energy resilience! 

ENVIRONMENT

Ventura County and West Los Angeles economic well-being is historically founded upon oil, both on and off shore.  Though oil is no longer the main economic income source, we must balance our nation’s economic and energy power with economic stability and community growth.  I will enable a balanced path forward to sustain and improve our environment focusing on clean air and water.  This includes establishing a Ventura County drinking water and air quality risk and resilience assessment. I also believe desalination is an achievable means to resolve California’s water challenges.  

GUN VIOLENCE PREVENTION

I support our Constitution’s 2nd Amendment, the right to keep and bear arms.

HEALTHCARE

Healthcare begins at conception and completes at natural death.  Healthcare includes establishing and maintaining one’s faith, family, and friends.  It requires nurturing one’s soul, mind, and body through faith communities, education, work, and play.  Instrumental to this is the science, technology and application of medicines and surgical practices and care to respond and overcome our feeble human conditions.  I will strive to enable top-notch and state-of-the-art medicines and practices throughout the lives of each American and occupant of our 26th district.

IMMIGRATION

I support legal immigration while enticing Americans to work jobs recently reserved for migrant workers such as agricultural and food business.  I especially advocate for enticing special H1B workers, those who wish to perform services in our community with exceptional merit and ability, to join our labor force that provides America continued advantage and economic fortitude, especially while competing with adversaries.

JOBS, ECONOMY, AND SMALL BUSINESS

Under our incumbent’s watch Ventura County’s economy is failing, the job market is depressed and the population is declining. 

I intend to grow Ventura County’s and West Los Angeles’ technical and agriculture capabilities by establishing the environment and foundation that incentivizes innovation and growth.  I plan to begin at the ground up by emphasizing K-12 curriculum focused upon the basic tenants, reading, writing and arithmetic. In our post-secondary, I will emphasizes studies within the professions and business with specific targets that encourage small business innovation and grow manufacturing hubs and trade schools (auto mechanics, wood working, plumbing, electrical, welding, etc.).  Further, I plan to focus upon public safety by expanding the police and fire departments to rid our streets of crime and drugs and ensure fire safety is maintained through innovative ideas and efforts such as applying natural means to reduce underbrush such as goats and livestock and encouraging new businesses such as animal husbandry, cheese production and encouraging youth to be involved in 4-H, Future Farmers of America, and public safety activities.  Finally, building upon my experience developing and transitioning advanced technology innovations, I plan to leverage the defense sector to build our economy through advanced technology hubs, manufacturing sites, and opportunity zones modeled after Senator Tim Scott’s (no relation) successful initiative.

SENIORS’ ISSUES

The family and community are essential to walk with, support, and care for our seniors.  Secondary is the social web provided by our government funding.  Hence, I will initially create an environment where families and community provide the social networks and compassionate care to our seniors, especially by providing shared facilities for healthy living, physically, mentally, and spiritually.  I will work with Congress and our President to ensure social programs that individuals paid into during their family and work careers are available to provide health and financial support such as social security and Medicare.

TRANSPORTATION AND INFRASTRUCTURE

While studying to achieve an Aeronautical Engineering degree and Master’s in Business Administration (MBA), I studied, planned, and reported upon ‘The Air Transportation Needs of the California Corridor’ and Congressional Transportation Equity Act (TEA)-21.  In 2021, the Infrastructure Investment and Jobs Act was passed that provides new funding for infrastructure projects including roads, bridges, public transit, etc.  Yet, the American Society of Civil Engineers still give our Roads and Transit a ‘D’ grade.  I intend to spend effort engaging in transportation initiatives focused upon safely reducing transportation time from Ventura County to the Los Angeles basin.  And, applying my counterintuitive thinking, I will work to improve the Ventura County and West Los Angeles senior transportation needs in a safe and effective manner so no one is shut-in.

VETERANS’ AFFAIRS

Our incumbent focuses attention on providing high quality services to our Veterans.  You can be the arbitrator of the results.  Interestingly, young Americans now have fewer direct ties to a family member or a close friend who has served in the military, better known as a veteran. For example, in 1990, 40 percent of our young adults had a parent who served. That’s down to 15 percent today. In the past, those direct ties were key to conveying the boundless opportunities and experiences that are gained from military service. And without these personal connections, we find fewer young adults are familiar with the benefits of service.

Further complicating military recruiting challenges is the low number of youth who are qualified for military service. Certainly Veteran Affairs policies are not focused upon creating veteran bonds with our youth and establishing a ‘esprit de corps’ or feeling of pride, friendship and common loyalty necessary to recruit, train, and field the most capable military force in the world.
